Proposed Law Change

Their Stellar Majesties are seeking commentary from Their populace on
this proposed change to Northshield Law. Commentary should be sent to
Their Majesties, Their Highnesses, and the Kingdom Seneschal by June
1, 2008.

There is a proposal to amend Section XII-600 of the Northshield Laws,
to remove the membership requirement for combat activities
("pay-to-play"), and to clarify the normal handling of out-of-Kingdom
authorizations.

The law currently reads:

"XII-600
"Only persons who are current members of the Society for Creative
Anachronism, Inc. may be authorized to participate in combat activities
in Northshield. Persons holding valid authorizations from other Kingdoms
are authorized to participate in combat activities in Northshield,
subject to the equipment standards, conventions, and authorization
categories as applicable, of Northshield. Persons moving into
Northshield who are authorized in other Kingdoms are allowed three (3)
months to acquire authorization in Northshield."

The proposal is to change it to read:

"XII-600
"Persons holding valid authorizations from other Kingdoms are
authorized to participate in combat activities in Northshield,
subject to the rules and conventions of combat of Northshield,
unless waived by the Sovereign as provided in the Rules
of the List. Persons moving into Northshield who are
authorized in other Kingdoms are allowed three (3) months
to acquire authorization in Northshield."

There is already a $3 non-member surcharge for participating, so that
a separate "pay-to-play" requirement could be unnecessary and a
potential hindrance to recruiting. The Sovereign's authority to waive
Kingdom-specific requirements comes from Rule 4 of the Rules of the
List, so that is a reminder rather than a change.

As this is a substantive change to the law, there is a one-month
period for comment.
