I. Event - Officers Day
  • The pros and cons of two proposals were discussed: Caer Anterth Mawr (Milwaukee, WI) for April 16 and Vilku Urvas (city, MN) for March 26, 2011.  The CAM bid was chosen.
II. Event - Spring Coronation
  • While there are several backup bid possibilities (Korsvag and Nordskogen), Their Highnesses were pleased with the Rivenwood Tower bid at The Fairmont.
  • Action item: Marwen or David to communicate with Rivenwood Tower, to ensure that they send the event information to Osric and the Northwatch ASAP.
III. Event - Spring Crown Tournament
  • The Wynandremer/Rockhaven bid (Aitken, MN) was discussed.  Questions were raised the budget, especially the food budget, and about the site facilities.
  • Action item: Rigo and Marwen will work together to connect with the Wynandremer/ Rockhaven folks to clarify items regarding the site and finances for the bid.
  • The Royal Family also has other possible bids, and will encourage them to be submitted as soon as possible.
  • Note: deadline of January 31, 2011 to receive bids.  Decision on this event must be complete in early February to meet Northwatch deadline of March 1 for the April publication requirement.

IV. Law Change for Kingdom Events
  • Marwen and Caradoc presented new wording for the item that was published in the November 2010 Northwatch regarding a clarification of use and terminology for the concepts of "royal weekend" and "royal name" as pertains to kingdom-sanctioned events.
  • Discussion ensued.  Marwen and Caradoc were directed to rework and refine their proposal.
  • It was concluded that because a proposal had been published for commentary (and there was none from the populace, other than from Caradoc), any reworking that was chosen by the Royalty and Stallari Council would be within the letter of the law and would not need to be republished for additional commentary.
  • Action item: Marwen and Caradoc are to figure out timing of this issue with TRM to ensure action and completion by the end of Their reign.
V. Law Change for Kingdom Augmentation of Arms
  • TRM noted that there is no language in the Northshield Laws regarding a Kingdom Augmentation of Arms.
  • Action item: Anplica and Caradoc are directed to provide a proposal for this item by February 1 for inclusion in the March Northwatch, as required for publication for commentary.
  • Anplica indicated that she would also work on the wording changes for other awards (name changes).
VI. Group Updates

A. Border Downs: David has contacted the group in order to suggest that Marwen work with them to find a solution to their issues regarding writing of policies for selection of officers.  His Majesty desired that the group be reminded that officers may be recommended to the Kingdom, but that selection is still the prerogative of the respective Kingdom officers and the Crown.  Marwen confirmed that if they choose to pursue written policies regarding officer selection, that: (a) Kingdom and Society laws will supersede, (b) full group buy-in will be ensured (the opportunity for all to be heard); and that the result will encompass a fair process.

On a related note (generated from discussion), Marwen will consider ways to incorporate a formal review of group policies by the Kingdom Seneschal, perhaps within the Domesday reporting format. 
 
B. Shattentor/Noiregarde: TRM received communication from two persons wishing to act as officers for Noiregarde, even though they do not reside in those zip codes.  Caradoc confirmed that there is no zip code requirement for officers; Marwen or David will communicate this to the people who have enquired.  Noiregarde is down to two active people.  Noiregarde is trying to work with Shattentor, and vice versa.  However, the group needs to be reminded that while officers are not required to reside within the zip code boundaries, the group must have five (5) paid members on the books within the zip code to remain active/viable.  Also, any officers, no matter where they reside, must be acceptable to the rest of the group.
 
C. Western Keep: Their seneschal passed away recently.  The exchequer has tried to fill in, but of course that is not permitted by Kingdom Law.  The group is to be consulted regarding a temporary seneschal - perhaps the regional seneschal or any of the nearby seneschals - simply to file their Domesday to keep the group out of abeyance and while a replacement is found.

VII. Officer Updates
  • Seneschal: Kingdom Chatelaine turnover in court tonight (Isabella de la Rosa, called "Belle").  Thank you to Khadijah, the outgoing officer, for the hard work!
  • Chirurgeon: Kenric is unfortunately not available, but the turnover will happen tonight in court, with Lady Fiona the Younger being appointed and recognized in this evening's court.  Thank you to Kenric!
  • Chronicler: Elashava confirms that Berengaria will take over prior to Spring Coronation.
