Updates to the Marshal Handbook

I would like to announce that a few changes have been made to the marshals handbook.

1. To aide in clarity the title has been changed from Combat Marshal Handbook to Marshals Administration Handbook.

2. A revision page is now included to allow marshals to see at a glance what changes have been made.

3. The big change.

Currently rule 1.A.4 reads:

"1.A.4. Individuals not authorized in combat may become marshals with permission from the Earl Marshal. Once warranted these marshals may perform all duties of any other marshal."

This has been changed to the following and will go into effect immediately:

"1.A.4. Individuals not authorized in combat may become marshals with permission from the Earl Marshal. Once warranted these marshals may only serve as marshals of the field, and are not to be signatory marshals during an authorization. 
a. Marshals who were previously authorized combatants, but are unable to actively fight may have this restriction waived on a case by case basis. This is to be determined by the KEM.

To summarize this means non-combatant marshals in combat activities may not perform or sign off on authorizations. They may perform all other activities (inspections, marshal the field, etc.).

The updated handbook will be uploaded to the website in the near future, and we will be having a separate .pdf available of the revisions alone. This will allow you to see at a glance what changes have been made.
