Proposed Law Changes - Dec. 1, 2015

These are proposed law changes that have been published in Dec. 2015 Northwatch.   Please send commentary to Their Royal Majesties and the Kindgom Seneschal by Dec. 31, 2015.

The following section is changed from:
I-350 Kingdom Events
Known World Events are defined in Society Seneschal’s Handbook. 
Kingdom Events are defined as events which are critical to the maintenance of the realm such as Crown or Coronation, or events that further Kingdom goals and have direct support and oversight of a Kingdom officer(s). Kingdom Events always require a bid to be presented to the Stallari Council as outlined in Northshield Policies. Language which suggests Kingdom sponsorship or sanction of an event such as use of the terms “Kingdom”, or “Northshield”, will occur as part of the bid process. No events will be added to the Kingdom Calendar that conflict with a Kingdom Event. 
Any event that does not fit these definitions is defined as a local event.

The Kingdom Event Information Officer will not allow any official SCA event within Northshield on the same day as a Kingdom Event unless the Crown who will be presiding at the time, or in the case of Coronation, both royal couples, has given express permission after consultation with the Stallari Council.  
Explanation:  The Council wishes to clarify and remove conflicts in our laws regarding Kingdom Events and circumstances under which conflicting events may be allowed.
 
The following is repealed:
III-400
The Kingdom Event Information Officer will not allow any official SCA event within Northshield on the same day as Coronation or Crown Tournament unless the Crown has given express permission after consultation with the Stallari Council.

All prospective combatants and their consorts must meet the minimum criteria in the Governing Documents, as well as the following requirements:

2.    Each must have been a subject of Northshield for one year immediately before the Crown Tournament.  The Crown may waive this requirement if both the combatant and their consort are subjects of the Kingdom, and are able to demonstrate to the Crown’s satisfaction by their own words or by recommendation of peers of the Kingdom that they both have sufficient familiarity with Kingdom Law and customs and an acceptable level of participation in the Kingdom of Northshield.

7.    All prospective combatants must hold a valid Northshield heavy combat authorization card.  If the combatant does not hold all authorizations that will be used in the tournament, the Crown has the sole discretion as to how and whether they will allow that combatant to participate.
Explanation:  The Council would like to give the Crown the right to waive the requirement of being a subject of the Kingdom for one full year prior to participation in Crown Tournament, provided that the combatant and their consort can both demonstrate sufficient familiarity with Kingdom Law and customs, along with an acceptable level of participation in the Kingdom.
Also, our laws do not currently reflect the heavy combat authorization requirements to fight in Crown Tourney, so item number 7 will be added to specify this requirement.
 
The following is added:
V-810 Emergency Deputies for Greater Officers
All Greater Officers must have an emergency deputy. The emergency deputy must be approved by the Crown, after consultation with the Greater Officer and the Stallari.
Explanation:  The Council feels that all Greater Officers should have a “drop dead” deputy.  Because the Greater Officer is appointed by the Crown, it is appropriate that the Crown approve the deputy after consulting with the Greater Officer involved, as well as the rest of the Council.
                                                              
The following section is changed from:
IX-100 — The Order of Precedence

Honors given by organizations below Kingdom level will not appear in the Kingdom Order of Precedence although they may be used in their appropriate Orders of Precedence, i.e. Baronial awards may be employed in order to define a Baronial Order of Precedence.

Explanation: Honors and awards given by organizations below Kingdom level currently appear on the Kingdom Order of Precedence, and Kingdom law should reflect this.
 
The following section is changed from:
IX-200 — Symbols of Rank

Only members of the various officially recognized Kingdom Awards and Orders (as defined by Corpora) may wear the badges of their respective Awards and Orders.

Explanation: Persons receiving honors and awards given by officially recognized organizations below Kingdom level should be allowed to wear the badges of their respective Awards and Orders, not just those at the Kingdom level.  This law has been changed to allow that.
 
The following is repealed:
XII-600
Persons holding valid authorizations from other Kingdoms are authorized to participate in combat activities in Northshield, subject to the equipment standards, conventions, and authorization categories as applicable, of Northshield. Persons moving into Northshield who are authorized in other Kingdoms are allowed three (3) months to acquire authorization in Northshield.
Explanation: The Stallari Council feels that the Kingdom Earl Marshal should have the flexibility to set rules and regulations for when and how a person holding valid authorization in another Kingdom can transfer that authorization to Northshield.  Therefore this section would need to be removed from Kingdom Law in order to give the KEM that flexibility.
